The rising number of cases and deaths indicates that something may have happened to that system whereby some breeding places have gone unnoticed and therefore uncontrolled,
It's a city. It has a well-organized health-care system and a preventive system, ... It should kick it when it has an outbreak. There's something missing when the cases go very high.
