More important is, Is the employer contributing what the required annual contribution is?
This is a very big deal because the promises that most government employers have made to their retirees is to pick up a fairly significant part, if not all, of their medical costs after they retire.
If the funding level is continuing to decline over time and the employer is not making its annual contribution, that is bad. If the state is addressing the need, that gives you more comfort.
