It would come down to my word against yours. That's a tough one to ever enforce.
If you get stopped by a bus, that's 10 minutes right there. Add in a wheelchair and that's another five minutes.
I don't think anyone even the drafters (of the legislation) or folks at the State House looked at the fact this change eliminated the (toll-evasion) fine. I don't think the dots ever got connected.
