The problem is, we don't know what distractions cause most crashes. It's very hard to narrow it down and say that cell phones are any more distracting than kids in the back seat or a pet or a bee flying around in the car.
The three most restrictive states are Connecticut, New Jersey and New York which prohibit the use of hand-help phones while driving. So in those states, you can use a hands free device, but you just can't use the hand held phone.
Many are reacting negatively to it. Real ID ... will have significant fiscal implications for the states.
For lawmakers, it's a foot in the door.
