We're trying to provide an option that we would lock in their tuition and fee rate for four years and this way they know exactly what they're paying for four years. It's a way to get students to commit to a four-year financial package.

We tried to get the word out to the extent people wanted to respond, and I think we did pretty well in evaluating their recommendations.

These are all funds we are not getting at the present time from the Legislature.
