We're 10 years removed from being the most notorious police department in the United States. So people will assume this is just a continuation of that. But I don't think it is.

People will continue to have a negative opinion of police in this city. That goes back to some of the sins the department has been guilty of over the past 10 to 15 years.

Basically what we found was that for instance with murderers only 14-percent of the people arrested by the police department for homicide were ever convicted of homicide.

There's a credibility issue that is manifesting itself in New Orleans. Part of that is the disconnect the public feels with the police department. The reputation of corruption lingers, and the new problems compound it.

The New Orleans Police Department is probably better than any other organization in the U.S. at policing an event like this. I think it's because most of them grew up with Mardi Gras; they understand it because they've been attending since they were kids.
