There's a lot of overcapacity in the fishery that will need to be addressed. Probably that won't be without some pain for some people.
I learned years ago you can shape your own destiny if you do get involved. There have always been a few guys willing to carry water for the rest of the fleet. Now more people are showing up.
It broke down this year, with both sides not able to agree, and so we went into our usual free-for-all. I think the legislation was great. It's not required that we use it, it's not required that we get to a conclusion. Maybe next year it'll be better.
Every time you lose that pre-soak, the danger increases. It's the race to fish.
Newport stuck its neck out and did the heavy lifting. Some of the other ports resent us for that. There probably are some hard feelings out there.
