Yes, I think he has shown some partisanship. But basically, I think his sense of what's fair overrides his sense of partisanship. This (Jim) Black thing isn't something the Democratic members enjoyed.
It's very unusual to see this many money orders and cashier's checks. This money has to be coming out of those machines.
All of a sudden, all of these cashier's checks start appearing and money orders. To me, money orders equal cash.
