More and more complaints are not investigated at all, or not on a timely basis.
I can't imagine this can't be re-engineered to do a better job. We are talking about a group of people who are probably for the most part not English-speaking, who probably don't feel empowered in the same way as other people.
But kids can be a motivator if the messages are effective.
Everyone who speaks wants to issue a few challenges to the audiences, and this is the perfect one for people who have been in public service.
