This is the theater of the absurd. We've said all along the governor had to have a plan. When you have an actual plan, you have a funding source, a mechanism by which to repay the bonds. . . . This governor has none of the above.
It's clear there may be concerns developing about what the real intentions of this legislation are. No doubt, there will be further debate in the House.
They believe there is a process here that should have been done.
I'm not sure how much sincere effort the administration is putting into the capital plan.
