Medical parole has traditionally been used only sparingly across the country, despite the savings it could provide for prisons and despite the senselessness of keeping terminally ill men and women behind razor wire.

Prisons are not institutions that are set up for that purpose, so when you have somebody who needs that degree of care and attention, obviously, it's going to be much more expensive. Certainly, it is much more cost effective in an institution, whether a nursing home or hospice, to be cared for by a staff trained to do that.
