I always hesitate to use the term make-or-break, but I think next week will determine whether we can get into the position of making Hong Kong a success or not.
It is not possible to go for full modalities at Hong Kong (where a crucial WTO ministerial meeting is to be held next month). But that does not mean we can't achieve anything,
